
Jim has experience as a leader in eight federal agencies, including the Department Transportation, the Department of the Treasury, and the Department of the Interior. He began his government career at the Maryland Municipal League, and as an intern in a United Nations leadership program. It’s safe to say that the government is in his DNA!
He attended the University of Southern California where he earned an MPA and a Doctorate (ABD) in Organizational Behavior. He also has MA and MS degrees.
Prior to being a Certified Master Guide, Jim served as an Army Reserve Officer in the Civil Affairs branch on Active Duty in various operations. He is the recipient of more than 25 U.S. military awards and decorations, including the Bronze Star and two awards of the Legion of Merit. Jim was called to Active Duty to participate in “Operation Just Cause” in Panama.
He served as a U.S. Military Liaison Officer to Panama’s President Guillermo Endara while working in the presidential palace. There, he advised President Endara on U.S. military operations. During Operation Desert Storm, he served as the Intergovernmental/Public Administration Officer of the Kuwait Task Force, a group of handpicked Army Officers from around the U.S. Jim re-established more than 70 post offices in Kuwait, as well as the Kuwait Civil Service. After Desert Storm, he trained the newly appointed Kuwait government ministers.

*Jim is one of a handful of tour guides who is a member in both The Guild of Professional Tour Guides of Washington, D.C. and The Guides Association of New York City.
He actually drove a taxi in New York City for a year as a young man!
